Exceptions and Limitations: Threats to a Robust (International) Copyright Framework

A strong copyright framework drives invention and creativity, and is the bedrock upon which the publishing industry rests. Yet the industry must contend with efforts to undermine long-established copyright principles that protect publishers’ investment in the creation and dissemination of copyright-protected works. These efforts include proposals to adopt broad or ill-defined exceptions to or limitations on copyright protection. The panel will examine the threats to a robust international copyright framework as they occur at international, regional, and national levels.
